What you're seeing is a Delaware Air National Guard C-130 Hercules about to touch down on Runway 1 at New Castle Airport. The versatile turboprop can carry 42,000 prounds of cargo or 92 combat troops.

What you're not seeing is the special housing unit built to hold Kevin's camera atop the tail of the aircraft and the mountain of paperwork required to get it there. This short flight needed a series of permissions moving through the military chain of command in Delaware to the Adjutant General and up through the Pentagon.

It all came together for a couple of seconds o final approach. While the big plane streaked toward the runway at better than 100 mph, Kevin sat in the cockpit and shot photographs from the tail by remote control. What he wanted was the image you're looking at- a phantasmagoric blur
